Do I Need a Structural Engineer or a Building Surveyor?

Last spring a couple rang me in something close to panic about a Victorian terrace they were buying in Wavertree. Offer accepted, deposit ready, solicitor instructed. Then the survey landed, and on page 41 sat one sentence that had cost them three nights’ sleep:Diagonal cracking noted to the rear elevation. Further investigation by a suitably qualified structural engineer is recommended.Their first question wasn’t about the crack. It was: We’ve already paid for a survey, why do we now have to pay somebody else?

Fair question, and the one I’m asked more than almost any other. From the outside, a building surveyor and a structural engineer look like the same person in a different hard hat. Both arrive with a torch and a ladder. Both write reports full of words like movement and remedial works. Both send an invoice afterwards. They aren’t the same profession, though, and knowing which one you need is the difference between a clean answer and a fortnight of expensive going round in circles.

A building surveyor looks at the whole building and tells you what condition it’s in. A structural engineer looks at a specific structural problem and tells you why it’s happening and what the fix is, with the calculations to prove it. The surveyor is breadth. Engineering is depth.

If you don’t yet know what’s wrong, you want a surveyor. If you already know what’s wrong and need it diagnosed, designed out or signed off, you want an engineer.

What a building surveyor actually does

A building surveyor is a generalist in the best sense. They inspect roof, walls, floors, damp, timber, drainage and services, rate the condition of each and flag what needs attention. When you’re buying, this is the house survey you’re paying for.

Under the RICS Home Survey Standard there are three levels. Level 1 is a basic traffic-light overview, fine for a modern flat, rarely enough for anything else. A RICS Level 2 survey (the HomeBuyer Report) is the one most buyers choose, designed for conventional properties in reasonable condition. A RICS Level 3 survey is the thorough one, built for older, altered or unusual buildings and the sensible default for pre-1900 stock.

Here’s the bit most buyers don’t realise, and it explains everything. A home survey is a visual, non-invasive inspection. The surveyor doesn’t lift floorboards, move heavy furniture, open up the fabric of the building or run specialist tests. They report on what can be seen.

So when a surveyor writes “further investigation recommended”, they aren’t passing the buck. They’re telling you honestly that answering your question properly needs something opened up, calculated, or monitored over time, and that’s a different instruction.

Surveyors also handle the diagnostic end of things: a specific defect survey or building pathology report, where you already have a known problem and want the cause identified rather than a whole-house overview.

What a structural engineer actually does

A structural engineer deals with load. Where the weight goes, what carries it, and whether what’s carrying it is up to the job. Narrower brief, much deeper dive. Structural engineering services for a home typically cover:

  • Assessing cracking, bowing and structural defects, and identifying the cause, subsidence, heave, thermal movement, failed lintels, corroded wall ties
  • Sizing steel beams and calculating propping when you remove a load-bearing wall or chimney breast
  • Producing calculations and drawings Building Control will accept for extensions and loft conversions
  • A structural engineer house survey, properly, a structural appraisal, when a lender or solicitor wants a specialist opinion

The real difference is the output. A surveyor gives you an assessment. An engineer gives you a specification: this beam, this size, this bearing. Numbers a builder can actually work from.

If you’re looking for a local structural engineer or a structural engineer for homes, check chartered status, MIStructE or CEng through the Institution of Structural Engineers, or MICE through the Institution of Civil Engineers. Plenty of firms describe themselves as civil and structural engineers; both routes are legitimate, but chartered status is the line worth holding.

When you need both, the order matters

Roughly one job in ten needs both. That isn’t a failure of the first appointment; it’s the system working. The order is nearly always the same: surveyor first, engineer second. The surveyor establishes whether there’s a problem and where. The engineer solves a problem that’s already been defined. Go straight to an engineer and you’re paying a specialist to hunt, and you’ll often miss the blocked gully or failed flashing that caused the movement in the first place.

The exception: if you already know exactly what you want done and have drawings, go straight to the engineer.

How to check you’re hiring the right person

  • Surveyor: RICS-regulated firm, individual AssocRICS, MRICS or FRICS. Verify it on the RICS Find a Surveyor register.
  • Engineer: check chartered status on the IStructE or ICE register, not just the badge on the website.
  • Ask for a redacted sample report. Any decent firm will send one. A vague, templated report is the clearest warning sign there is.
  • Be careful with the cheapest quote. I’ve seen far more money lost to a survey that missed something than was ever saved on the fee.

One last thing: sometimes the honest answer is that you don’t need the more expensive option. Not every hairline crack needs an engineer. Not every purchase needs a Level 3. A professional who tells you that is worth more than one who doesn’t.

FAQs

Is a structural survey the same as a building survey? 

No, though the terms get used interchangeably and it causes real confusion. A structural survey is an older, informal name for what RICS now calls a Level 3 Building Survey, carried out by a surveyor. A structural appraisal by an engineer is a different thing  narrower in scope, deeper in analysis, focused on one element.

Can a building surveyor tell me if a wall is load-bearing? 

Usually they can give you a strong professional opinion. What they can’t produce are the calculations and specifications your builder and Building Control need before it comes out. That’s the engineer’s work.

My lender asked for a structural engineer’s report. Will a survey do instead?

 No. If a lender or insurer has specifically asked for an engineer’s report, they want the calculations and a chartered engineer’s sign-off. A condition report won’t satisfy them.

Should I pull out if the survey recommends a structural engineer? 

Not automatically. In my experience most referrals end in a manageable, cost repair rather than a disaster, and the report gives you something concrete to renegotiate with. Walking away on a one-line recommendation, before anyone has investigated, is how people lose houses they’d have been very happy in.
